30 national standards in UHV field have been approved and approved

On December 26,2018,30 national standards declared by State Grid Co.,Ltd.and China Southern Power Grid Co.,Ltd.were approved at one time.The 30 standards are based on the national key R&D plan"National Quality Base Common Technology Research and Application(NQI)"and the key project"Research on Key Technologies and Standards for UHV AC/DC Hybrid Grid Operation".The project leader is the Chief Engineer of State Grid Company Limited and the Deputy Director of the National Grid Operation and Control Bid Committee.Chen Guoping.Since the establishment of NQI,the project is the only one in 160 projects that all standards have been approved by the National Standards Committee at the same time.It also greatly breaks through the reality that the average annual national standard approval in the field of power grid operation and control is less than one item.
National Quality Infrastructure(NQI)was first proposed in 2005.It is composed of measurement,standards and conformity assessment(inspection,testing and certification)and has been widely promoted and practiced in developed countries.The Party Central Committee and the State Council,in order to promote the implementation of the strategy of"one belt and one road"and promote the design and implementation of the whole quality chain of the quality system,put forward the foothold of promoting development to improve the quality and efficiency.NQI's strategic position and basic role become more prominent.In 2016,the Ministry of Science and Technology,together with 13 departments such as the General Administration of Quality Supervision,Inspection and Quarantine,formulated the implementation plan of NQI,a national key R&D plan,which has not yet set up separate tasks for power system specialty.
Since 2016,the National Technical Committee for Standardization of Electric Network Operation and Control,affiliated with the State Electric Power Dispatch Control Center,has joined the planning and drafting of the NQI Specific Guidelines on behalf of the China Electric Power Enterprise Federation and the Electric Power Industry.In 2017,according to the UHV development strategy of the State Grid Corporation,the Bidding Committee has repeatedly and carefully organized planning,reporting,communication and coordination.The Ministry of Science and Technology and the State Administration of Quality Supervision,Inspection and Quarantine have agreed to establish separate projects in the field of UHV power grid operation and control.
State Grid Co.,Ltd.led the formation of a research team with rich standardized scientific research and practical experience in the field of power grid operation and control,studied the adaptability of existing standards to UHV AC/DC hybrid power grid in China,excavated the urgent need for improvement and new formulation of standards or terms,and fully demonstrated its necessity.The materials are well-organized,logical and well-founded,which lays a solid foundation for successful declaration.After 10 months of hard struggle,the project team has been approved in August 2017,which is the first series of standard research projects focusing on UHV power grid and large-scale new energy operation in China.Thirty national standards have been formulated.
